Theresa Finney Dumais Named President & CEO of SAHF

Washington, D.C. (March 17, 2026) – The Board of Directors of Stewards of Affordable Housing for the Future (SAHF) today announced that Theresa Finney Dumais has been appointed as the organization’s new President & Chief Executive Officer. Theresa brings a wealth of experience in the housing finance and community development industry and an intimate knowledge of state and federal housing policy. The SAHF Board of Directors unanimously chose Theresa to be SAHF’s next leader.

Most recently, Theresa served as Vice President of Government & Industry Relations at Freddie Mac, where she led the organization’s engagements with Capitol Hill, state officials, industry organizations, and consumer groups. In that role, she and her team provided strategic guidance and policy analysis on a wide variety of issues to senior management and business lines across the company.

Theresa has spent two decades in the housing industry in roles that have included implementation of affordable housing programs, housing policy development, and strategic business guidance. Prior to joining Freddie Mac, she served as Director of Housing Policy where she formulated and oversaw housing policy for the U.S. House of  Representatives. During that time, Theresa helped shepherd several bills to enactment, including the Housing Opportunity Through Modernization Act (HOTMA), as well as several improvements to federal affordable housing programs.

She has also held positions at the Council of Large Public Housing Authorities, the National Low Income Housing Coalition, and Habitat for Humanity of Washtenaw County, Michigan. Theresa is a member of Women in Housing & Finance and the Exchequer Club and currently serves on the Board of Housing Opportunities Community Partners, a nonprofit organization in Montgomery County, Maryland, that helps provide resident services for low-income families. She will take over as SAHF’s President & CEO on March 23, 2026.

She lives in Maryland with her husband, daughter, and beloved Newfoundland dog, Moose.
