SAHF launched the Outcomes Initiative in 2012 to demonstrate how service-enriched housing can make a difference in residents' lives. SAHF has developed an outcomes framework and collects resident outcomes data from its members across four impact areas: (1) Housing Stability, (2) Financial Stability & Resilience, (3) Health and Wellness, and (4) Resident Satisfaction, Agency, and Voice. The collection of this data has allowed SAHF to continue to demonstrate the positive effect that resident services coordination has on resident outcomes.
- SAHF’s 2021 report The Impact of Home Building to Opportunity, Health, & Equity summarizes the effects that service-enriched housing has on residents across outcomes areas.
- In 2026 SAHF released “The Case for Resident Services: Improving housing stability, financial resilience and residents’ lives”, a report utilizing the most recent collection of 2025 outcomes data to demonstrate that resident services coordination is strongly associated with improved housing stability, financial security, and health outcomes. In addition, SAHF published 3 case studies focused on specific initiatives around housing stability, financial health, and health and wellness, and highlight additional data and stories of impact.
The 2026 report – along with a short summary of its findings – were released as a complement to “The Impact of Resident Services on Property Financial Performance” a study led by SAHF and completed by Abt Global which directly measures how resident services impact property financial performance. The study– the largest and most rigorous examination of the relationship between RS and financial outcomes to date – shows that service-enriched properties generate 26 percent higher Net Operating Income (NOI) – nearly $1,200 more per unit annually – than comparable properties without resident services.
