Our Team
Theresa Finney Dumais is the President and Chief Executive Officer of Stewards of Affordable Housing for the Future (SAHF), a national collaborative of leading nonprofit affordable housing providers working to create and preserve healthy, sustainable homes for people with low incomes. In this role, she leads SAHF’s policy, research, and peer exchange efforts, leveraging the on-the-ground experience of members who collectively own and operate more than 160,000 affordable rental homes across the United States.
Theresa brings more than two decades of experience across housing policy, finance, advocacy, and on-the-ground housing & community development work. She began her career as a housing practitioner at Habitat for Humanity, working directly on affordable housing development and community-based initiatives. She went on to serve in leadership roles at the Council of Large Public Housing Authorities, working closely with executive directors of the nation’s largest housing authorities, and later on Capitol Hill with the House Financial Services Committee, where as Director of Housing Policy she directed housing policy and helped advance major bipartisan legislation, including the Housing Opportunity Through Modernization Act.
Most recently, Theresa served as Vice President of Government and Industry Relations at Freddie Mac, where she led engagement with policymakers, industry stakeholders, and consumer groups, and provided strategic guidance to senior leadership on housing finance and policy issues.
Theresa is deeply committed to advancing policies and partnerships that expand housing supply, strengthen preservation, and improve outcomes for residents and communities nationwide. She serves on the board of Housing Opportunities Community Partners, a nonprofit organization supporting low-income families in Montgomery County, Maryland.
