Althea Arnold

Althea Arnold serves as Senior Vice President for Policy and Chief Operating Officer at Stewards of Affordable Housing for the Future (SAHF), a national collaborative of 13 mission-driven nonprofit affordable housing developers that own, operate, and manage more than 145,000 affordable rental homes across 49 states. In this dual role, Althea leads SAHF’s federal policy agenda while helping to shape and implement the organization’s strategic direction as part of its leadership team. 

A dedicated advocate for affordable housing, Althea serves as SAHF’s lead policy representative, working closely with Congress, HUD, and other key stakeholders to advance mission-driven, practice-informed policies that preserve and expand high-quality, affordable rental housing. Her work bridges federal policy and on-the-ground implementation, reinforcing SAHF’s commitment to resident-centered, opportunity-focused, and innovative solutions. 

Althea joined SAHF in 2020 after serving as a Senior Legislative and Policy Associate at the National Council of State Housing Agencies, where she focused on federal appropriations, HUD multifamily programs, and supportive housing. She began her housing career at the National Low Income Housing Coalition, conducting research on affordable housing needs to inform federal policy. 

Althea holds a Master’s degree in Public Policy from Georgetown University, with a concentration in nonprofit leadership, and a Bachelor of Arts degree from Connecticut College.
